Digital transformation of public administration in Russia

In modern conditions of emergence a new “digital” picture the world, study interest is represented by changes taking place in system public administration Russia, as well main barriers hindering digital transformation management practices. To this end, authors article analyzed statistical data for 2019-2021, characterizing “digital maturity” domestic authorities, conducted their own sociological on problems digitalization administration. The results obtained indicate that, addition to insufficient and uneven pace technological change (in context Russian territories), lack necessary skills among employees population, effectiveness significantly reduces understanding civil servants value, essence its tools. addition, modernization state interests population impossible without effective communications “population-government”, construction which currently complicated mutual distrust.
